CONNECT - Cooperative networks for cross-border engagement, climate adaptation, and territorial resilience

EU Programme: Resilient Borders Cross-Border Spatial Planning & Crisis management managed by Association of European Border regions (AEBR) and Mission Opérationelle Transfrontalière (MOT).

Objective: The initiative ‘Cross Border Spatial Planning and Crisis Management Pilot Actions’ aims at supporting cross-border regions in achieving a joint plan for the management of climate crises resulting from global warming and spatial planning with the strengthening of territorial resilience.

Total project value: 39.376,00 euro

Objective of the pilot action: The pilot action aims to achieve several specific objectives for the promotion of cross-border climate resilience and to improve the preparedness of cross-border territory against disasters and extreme events resulting from climate change. In particular, this involves:

- assessing the territorial context both in terms of social vulnerability to hazards and in terms of stakeholder analysis.

- enabling the planning process related to improving community resilience to be based on reliable data and stakeholder participation

- building robust sensitisation strategies based on the active engagement of the local population rather than a mere one-way communication effort

- open opportunities for a peer-to-peer learning process among territorial contexts facing a similar risk

The achievement of the specific objectives of the pilot action will take place through a process of co-creation, ensuring that local communities and the stakeholders representing them play a central role in the elaboration of locally tailored prevention, mitigation and adaptation strategies. This prioritises inclusive decision-making and the integration of different perspectives, promoting solutions tailored to the unique needs and issues of the transnational EGTC GO area. The local groups that will be established on the basis of the analysis of the territorial context will be provided the necessary equipment and tools to comprehensively assess the current state of community resilience. 


The pilot action will also guide the drafting of both operational and scalable resilience strategies, together with operational protocols designed for practical implementation. Achieving these objectives will pave the way for a solid cross-border cooperation agreement that will incorporate the operational aspects of the strategic approach developed through the project.

Activities envisaged by the project:

- Context analysis and stakeholder involvement through targeted methodologies and creation of local groups

- Application of tools and the co-creation process through the organisation of workshops and strategy development

- Training, awareness-raising and knowledge-sharing through awareness-raising and communication campaigns towards the public and stakeholders

- Preparation of cooperation framework agreements through support in drafting agreements that include resilience strategies
